Co-finance your team’s training through the Flemish KMO-portefeuille
If your company is a registered SME with its seat in the Flemish Region, the Flemish government — through VLAIO — can co-finance training for your own personnel with our institution. We are a registered service provider, so the route is already open.

Before anything else
Does this apply to you?
Three conditions decide it. If any one fails, the training is still available — it simply runs at the ordinary fee, unchanged.
A seat in the Flemish Region
Not simply a Belgian enterprise number. A company seated in Wallonia or Brussels-Capital is Belgian and not eligible. The registered office on your enrolment form is the evidence.
An SME under the scheme
The scheme’s own size definition applies, and it sets what you get back: 30% for a small enterprise, 20% for a medium-sized one.
Your own personnel
An employee, or a working director or manager, of the requesting company. Not a family member who does not work there, and not someone whose fee you are merely paying.
Funding for Flanders-based SMEs
What is eligible
Eligible activities are single courses, multiple courses, or customized programs. All courses may contribute to academic qualifications, in line with their respective requirements. These activities fall under the training (opleiding) pillar of the scheme — the pillar we are registered for.
Since 1 February 2026, the scheme’s separate advice (advies) pillar is limited to cybersecurity projects. That change does not affect training.

Which theme does your training fall under?
When your company submits its application on the VLAIO platform, you select the theme the training belongs to. The scheme recognises eight future-focused themes under the training pillar. Below is what each covers, and where our programs typically sit.
Business strategy

Includes: business transfer, restructuring, business planning, SWOT analysis.

Financial literacy

The financial and accounting knowledge needed to manage a company successfully.
Includes: accounting, taxation, receivables management, records management.

HR management
Personeelsmanagement
The people policy a company needs to build an effective, well-functioning organisation.
Includes: work organisation, competency policy, appraisal policy, workforce planning, diversity and non-discrimination, social legislation.

Human resource management and organisational behaviour courses.
Internationalisation
Internationalisering
Building the capability of Flemish companies to do business internationally.
Includes: no sub-themes — assessed on the training content as a whole.

International business, cross-border trade and global marketing courses.
Digitalisation
Digitalisering
Using digital technologies, innovations and data to create new activity in the business.
Includes: AI, cybersecurity 45% / 35%, software, hardware, infrastructure.
Partial fit
Digital business and information-management courses. The enhanced rate applies only to cybersecurity training.
Innovation
Innovatie
Introducing new techniques or insights in response to a specific technological knowledge need.
Includes: research and development, process innovation, product development, technology scouting.

Sustainability

Moving toward an economic system that uses raw materials more efficiently.
Includes: energy efficiency 45% / 35%, waste prevention, efficient material use, recycling, greenhouse-gas reduction, water and air treatment.

Sustainability and ESG content within our business programs. The enhanced rate applies only to energy-efficiency training.
Profession-specific skills
Beroepsspecifieke competenties
The theoretical or practical knowledge and skills required within a particular technical field.
Includes: only training on VLAIO’s own published list qualifies under this theme.

Your subsidy application
How it works in five steps
From enrolling your employee to filing the certificate — what happens, in what order, and what we handle for you.
You have 14 days to apply
Your window is 14 calendar days, counted from the course or quarter start date. Miss it and the scheme requires us to refuse and report the application — the program fee then remains payable in the ordinary way, at the same price. It is the one deadline worth putting in the diary the moment you enrol.
Enrol your employee
Choose the program and campus — or online — and complete our sign-up form, stating the employee’s relationship to your company with a document evidencing it.
Apply within 14 days
Submit your application on the VLAIO platform, selecting the theme, no later than 14 calendar days after the course/quarter start date.
We verify before confirming
We check the relationship to your company, the theme, the course content and the amount against the scheme’s rules — before the application is confirmed, not after.
We invoice & deliver
You receive a compliant invoice (excl. VAT) and we deliver the training, recording attendance for each training day.
Get your certificate
Your employee receives a personalized digital certificate through Accredible, with a verification link for your subsidy file.
What comes back
Fees and support levels
Program fees follow our public fee schedule. All fees are quoted excluding VAT. The fee is the same whether or not the subsidy is used — the scheme reduces what you carry, not what we charge.
30% / 20%
Standard support — 30% of the fee for a small enterprise, 20% for a medium-sized one.

The maximum subsidy per enterprise per year, across all themes combined.

The minimum spend per training project for the subsidy to apply.
Eligible costs under the scheme are our personnel and operating costs for delivering the training, our travel costs as service provider, course material used exclusively during the training, and catering up to €25 per person per training day. Not eligible: optional syllabi or materials usable in the participant’s professional activity, catering above that limit, accommodation, and administrative fees. Invoices are issued by — and paid to — Bluebird Education (Belgium) BV, and state our service-provider name and KMO-service number, the total amount excluding VAT, a detailed description of the service, and the invoice date.

The Qfor certificate referred to on this page is a separate, independently audited quality certification and is unrelated to VLAIO. Subsidy applications must be submitted within 14 calendar days of the course/quarter start date and may only be used for training delivered to personnel of the requesting company. Subsidy percentages, annual caps and eligible themes are set by VLAIO and may change; figures shown reflect the scheme as at August 2026.
